- 1/2 tsp Black pepper
- 1.2L (5 cups) Water
Method

- Add the onions and garlic and cook until softened.
- Stir in the tomatoes, salt, and pepper, and cook for 3 minutes.

- Pour in the water, bring to a boil, then reduce to a low simmer.
- Cover and cook for 25 to 30 minutes, until the rice is tender and has absorbed the rendered fat and flavors.
